motor fuel production. This request is issued simultaneously to producers and
traders in the Russian Federation, the Middle East and Asia.

Offers will be evaluated on a delivered-cost basis (DAP Karaulbazar) and
benchmarked against alternative octane components on a cost-per-octane-tonne
basis. Framework volume may be allocated between two suppliers, with quarterly
reallocation based on price competitiveness.
